Purpose
Appropriates $356,971,500 from the state General Fund (state GF) and $32,772,200 from specified funds to state agencies for 2023 building system capital improvement plans.
Background
The Arizona Department of Administration (ADOA), Arizona Department of Transportation (ADOT) and Arizona Board of Regents (ABOR) are each considered as a separate building system. ADOA, ADOT and ABOR must annually prepare a capital improvement plan that contains proposals for: 1) state spending on land acquisition; 2) capital projects; 3) energy systems; 4) energy management systems; and 5) building renewal for the building system (A.R.S. § 41-793).
All three building systems submitted their FY 2023 building system capital improvement plans in October 2021 (ADOA; ADOT; ABOR).
H.B. 2150 appropriates $356,971,500 from the state GF and $32,772,200 from other funds to outlined state agencies.
Provisions
1. Appropriates the following amounts from the specified funds in FY 2023 for the building system capital improvement plans submitted on October 15, 2021:
a) $155,525,000 from the state GF to ADOA;
b) $1,459,600 from the Game and Fish Fund to ADOA;
c) $176,400 from the State Lottery Fund to ADOA;
d) $467,800 from the State Aviation Fund to ADOT; and
e) $30,668,400 from the State Highway Fund to ADOT.
2. Appropriates $453,910,000 in FY 2023 to ABOR, with $201,446,500 from the state GF, for the building system capital improvement plan.
3. Becomes effective on the general effective date.
