Purpose
Appropriates $600,000 from the state General Fund (state GF) in FY 2023 to the State Aviation Fund to be distributed by the Arizona Department of Transportation (ADOT) to the Prescott Regional Airport (Prescott Airport).
Background
The State Aviation Fund consists of monies from: 1) aviation fuel taxes or motor vehicle fuel taxes; 2) the sale of abandoned aircraft or seized aircraft; 3) flight property tax; 4) aircraft related registration fees, license taxes and penalties; 5) ADOT from the operation of airports; and 6) jet fuel excise tax and jet fuel use tax. Monies in the State Aviation Fund are to be used for planning, design, development, acquisition of interests in land, construction and improvement of publicly owned and operated airport facilities (A.R.S. § 28-8202). The State Aviation Fund has an estimated year-end balance for FY 2022 of $36,542,000 (JLBC Baseline).
H.B. 2268 appropriates $600,000 from the state GF in FY 2023 to the State Aviation Fund.
Provisions
1. Appropriates $600,000 from the state GF in FY 2023 to the State Aviation Fund.
2. Requires ADOT to distribute the appropriated monies to the Prescott Airport for the strategic academic flight education complex, if the Prescott Airport demonstrates a commitment for matching monies of gifts, grants and donations from sources other than the state.
3. Exempts the appropriation from lapsing.
4. Becomes effective on the general effective date.
