transportation network company vehicles; inspections
Purpose
Includes transportation network company (TNC) vehicles that are owned by on-demand autonomous vehicle networks in the vehicle safety and emission standard requirements and prescribes exemptions from inspection requirements.
Background
Before a person may accept trip requests through a digital network or software application, a TNC must fulfill various requirements, including that all TNC vehicles must meet state vehicle safety and emission standards for private vehicles and have annual brake and tire inspections conducted by third parties (A.R.S. § 28-9555).
An on-demand autonomous vehicle network is a passenger transportation network that uses a digital network or software application to connect passengers to fully autonomous vehicles for transportation exclusively or in addition to other vehicles, including transportation for hire and transportation for compensation (A.R.S. § 28-9701).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires a TNC vehicle owned by an on-demand autonomous vehicle network to meet state vehicle safety and emission standards and have an annual brake and tire inspection.
2. Exempts a TNC vehicle from the minimum annual brake and tire inspection if:
a) the TNC vehicle is 10 years old or less; and
b) a TNC driver submits an attestation that the TNC vehicle meets the state vehicle safety and emissions standards.
3. Makes technical changes.
4. Becomes effective on the general effective date.
