Purpose
Continues the Arizona Department of Juvenile Corrections (ADJC) for eight years.
Background
The Director of ADJC is required to: 1) oversee the operations and
policies of ADJC;
2) maintain and administer all secure facilities and programs within ADJC
required and established for the custody, control, treatment, education and
rehabilitation of all youths committed to ADJC; 3) administer and execute all
conditional liberty services for youths released pursuant to rules adopted by
the Director in accordance with law; 4) develop policies and programs which
shall be recommended to the Governor and the Legislature for the purpose of
improving the youth rehabilitative and treatment programs of Arizona; 5)
develop and establish a uniform statewide method of reporting statistics; and
6) employ personnel based on prescribed qualifications that require education
and practical experience (A.R.S.
§ 41-2802).
The Senate Judiciary Committee of Reference met on December 8, 2021, and the House Judiciary Committee met on January 19, 2022, to conduct a review of ADJC. Both Committees of Reference recommended ADJC be continued for eight years (COR Report). ADJC is set to terminate on July 1, 2022, unless legislation is enacted for its continuance (A.R.S. § 41-3022.21)
There is no anticipated fiscal impact to the State General Fund associated with this legislation.
Provisions
1. Continues, retroactive to July 1, 2022, ADJC until July 1, 2030.
2. Repeals ADJC on January 1, 2031.
3. Contains a purpose statement.
4. Becomes effective on the general effective date.
