Purpose
Appropriates $20,000,000 from the state General Fund (state GF) in FY 2023 to the State Aviation Fund for the Arizona Department of Transportation (ADOT) to use as matching monies to draw down federal infrastructure monies.
Background
The State Aviation Fund consists of monies from: 1) aviation fuel taxes or motor vehicle fuel taxes; 2) the sale of abandoned aircraft or seized aircraft; 3) flight property tax; 4) aircraft related registration fees, license taxes and penalties; 5) ADOT from the operation of airports; and 6) the jet fuel excise tax and jet fuel use tax. Monies in the State Aviation Fund are to be used for the planning, design, development, acquisition of interests in land, construction and improvement of publicly owned and operated airport facilities (A.R.S. § 28-8202).
The State Aviation Fund has an estimated year-end balance of $36,542,000 for FY 2022 (JLBC Baseline).
H.B. 2688 appropriates $20,000,000 from the state GF in FY 2023 to the State Aviation Fund.
Provisions
1. Appropriates $20,000,000 from the state GF in FY 2023 to the State Aviation Fund for ADOT to use as matching monies to draw down federal infrastructure monies.
2. Becomes effective on the general effective date.
