appropriations; ADOT; tier 2 studies
Purpose
Appropriates $58,000,000 from the state General Fund (state GF) in FY 2023 to the Arizona Department of Transportation (ADOT) to conduct tier 2 studies for specified projects.
Background
ADOT is responsible for the design and construction of state public transportation systems and the maintenance and operation of state highways in Arizona (A.R.S. § 28-332). ADOT may contract and do all things necessary to secure the full benefits available to Arizona for transportation purposes under federal law. ADOT may cooperate with: 1) federal, state and local government agencies; 2) Indian tribes; 3) private and public organizations; and 4) private individuals. ADOT may exchange federal monies with local governments in order to receive local monies and include additional federal monies in the exchange to offset the matching costs required of local governments (A.R.S. § 28-334).
In 2021, a tier 1 study was published for: 1) the Sonoran Corridor in Pima County, which stretches between Interstates 19 and 10, south of the Tucson International Airport; and 2) Interstate 11, which stretches 280 miles from Nogales to Wickenburg (ADOT). In 2019, the tier 1 study was published for the North-South Corridor in Pinal County, which stretches 55 miles between the U.S. 60 on the North and Interstate 10 on the South, as well as a connection to State Route 24 at Ironwood Drive (ADOT).
H.B. 2728 appropriates $58,000,000 from the state GF in FY 2023 to ADOT.
Provisions
1. Appropriates the following amounts from the state GF in FY 2023 to ADOT to conduct tier 2 studies for the following projects:
a) $25,000,000 for the Interstate 11 in Maricopa County;
b) $19,000,000 for the North-South Corridor in Pinal County; and
c) $14,000,000 for the Sonoran Corridor in Pima County.
2. Becomes effective on the general effective date.
