An Act
establishing the driving under the influence data collection study committee.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Driving under the influence data collection study committee; membership; duties; report; delayed repeal
A. The driving under the influence data collection study committee is established consisting of the following members:
1. The director of the governor's office of highway safety.
2. The director of the department of public safety or the director's designee.
3. The superintendent of the department of public safety's crime laboratory.
4. The president of the Arizona association of chiefs of police or the president's designee.
5. The first vice president of the Arizona association of chiefs of police or the first vice president's designee.
6. The president of the Arizona sheriff's association or the president's designee.
7. The executive director of the Arizona prosecuting attorneys' advisory council or the executive director's designee.
8. The chairperson of the Arizona prosecuting attorneys' advisory council or the chairperson's designee.
9. Two driving under the influence awareness advocates, one of whom is appointed by the president of the senate and one of whom is appointed by the speaker of the house of representatives.
10. The executive director of the Arizona criminal justice commission or the executive director's designee.
11. The administrative director of the Arizona administrative office of the courts or the administrative director's designee.
12. One member of the house of representatives who is appointed by the speaker of the house of representatives.
13. One member of the senate who is appointed by the president of the senate.
B. Committee members are not eligible to receive compensation.
C. The committee shall:
1. Select a chairperson.
2. Meet as often as the chairperson deems necessary.
3. Gather information to understand current driving under the influence related data collection processes among the various law enforcement agencies, crime labs, prosecutorial offices and courts in this state.
4. Recommend data collection processes and systems and the necessary funding to centralize driving under the influence related data reporting and collection to guide the legislature, law enforcement agencies, crime labs, prosecutorial offices and the courts in this state when developing policies to better enforce driving under the influence laws, reduce the number and impact of impaired drivers and educate the public on the consequences of driving while impaired.
5. On or before December 16, 2022, submit a report regarding the committee's activities and recommendations for administrative or legislative action to the governor, the president of the senate and the speaker of the house of representatives.
D. The legislature shall staff committee meetings.
E. This section is repealed from and after September 30, 2023.
