An Act
amending title 16, chapter 1.1, article 1, Arizona Revised Statutes, by adding section 16-194; relating to civil proceedings.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 16, chapter 1.1, article 1, Arizona Revised Statutes, is amended by adding section 16-194, to read:
16-194. Prohibited settlement agreement or consent decree; applicability
In any civil proceeding in a court of competent jurisdiction in which the constitutionality, legality or application of any provision of this title is at issue, a party that represents this state or an agency or political subdivision of this state may not agree to or sign a settlement agreement or consent decree unless the agreement or decree is first approved by the attorney general, the secretary of state, the president of the senate, the speaker of the house of representatives and the legislative council. the approval by the legislative council must occur in a public hearing where there is an opportunity for public testimony. this section does not apply to any provision of chapter 6, article 2 of this title.
