An Act
amending title 18, Arizona Revised Statutes, by adding chapter 7; relating to information technology.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 18, Arizona Revised Statutes, is amended by adding chapter 7, to read:
CHAPTER 7
ARTIFICIAL INTELLIGENCE
ARTICLE 1. GENERAL PROVISIONS
18-701. Artificial intelligence; requirement
A. An algorithm that enables artificial intelligence to learn and implement decisions without human intervention must Comply with all federal and state laws.
B. Artificial Intelligence may not infringe on a human being's constitutional rights.
Sec. 2. Artificial intelligence study committee; members; duties; reports; delayed repeal
A. The study committee on Artificial Intelligence is established consisting of the following members:
1. Three members of the senate who are appointed by the president of the senate, not more than the two of whom are members of the same political party. The president of the senate shall designate one of these members to serve as cochairperson of the committee.
2. Three members of the house of representatives who are appointed by the speaker of the house of representatives, not more than two of whom are members of the same political party. The speaker of the house of representatives shall designate one of these members to serve as cochairperson of the committee.
3. Three public members who are appointed by the speaker of the house of representatives.
4. Three public members who are appointed by the president of the senate.
B. The committee shall:
1. Meet as often as the chairpersons deem necessary.
2. Review data on the scope of artificial intelligence throughout the country.
3. Determine how to legislate algorithms that require artificial intelligence to:
(a) Fulfill ethical principles ensuring no unintended human harm occurs.
(b) Provide transparency and traceability of data loss and decision making.
(c) Support human agency and fundamental rights.
4. Compile an overview of potential legislation.
C. On or before December 31, 2022, the committee shall submit a report regarding the committee's findings and recommendations of legislative priorities that will foster a positive artificial intelligence environment in this state to the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.
D. This section is repealed from and after September 30, 2023.
Sec. 3. Legislative intent
The legislature intends by this act to protect citizens of this state from potential harm caused by algorithmic artificial intelligence designed to emulate human beings.
