AN ACT
Appropriating monies to the department of education.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Appropriation; department of education; electronic crisis intervention application; intent; exemption
A. The sum of $2,000,000 is appropriated from the state general fund in fiscal year 2022-2023 to the department of education for a statewide electronic crisis intervention application.
B. The statewide electronic crisis intervention application must:
1. Provide real-time crisis intervention services to the students, teachers, school personnel, parents and community members in this state.
2. Be operational twenty-four hours a day, seven days a week.
3. Be staffed by trained mental health counselors.
4. Integrate tip lines, text lines and crisis lines to promote safety, well-being, emotional support and access to available resources.
5. Allow for anonymous, confidential communication.
C. The legislature intends that the portion of the appropriation made in subsection A of this section made for operation and maintenance of the statewide electronic crisis intervention application be considered ongoing funding in future years.
D. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.
