A MEMORIAL

 

Urging congress to enact legislation to require every catalytic converter to have a permanent identifying number.

To the Congress of the United States of America:

Your memorialist respectfully represents:

Whereas, a catalytic converter is an essential part of a vehicle's exhaust system that is designed to filter out harmful emissions; and

Whereas, catalytic converters contain the precious metal palladium, rhodium or platinum, and the average cost to replace a catalytic converter ranges from $1,000 to $3,000; and

Whereas, according to the National Insurance Crime Bureau, the average stolen catalytic converter is resold for between $50 and $240; and

Whereas, in 2021, one study estimated that 669 catalytic converter thefts occurred in Arizona, a 370 percent increase from the reported number in 2020; and

Whereas, the study estimated that, from January through May 2021, 25,969 catalytic converter thefts occurred in the United States, an 80 percent increase from the 14,433 reported stolen in 2020.

Wherefore your memorialist, the House of Representatives of the State of Arizona, prays:

1. That the United State Congress enact legislation to require that every catalytic converter have its own unique, permanent identifying number in order to deter the recent rise of thefts of catalytic converters and sales to scrap metal dealers.

2. That the Secretary of State of the State of Arizona transmit copies of this Memorial to the President of the United States Senate, the Speaker of the United States House of Representatives and each Member of Congress from the State of Arizona.
