Page 1, between lines 21 and 22, insert:
"C. If the general appropriation bill enacted pursuant to subsection B of this section contains total general fund appropriations that exceed the projected general fund revenues for the fiscal year, the general fund budget of each state department and state institution must be reduced proportionally until the total general fund appropriations for the fiscal year are one percent less than the projected general fund revenues for the fiscal year. The budget reductions required by this subsection apply to any funding formula required by law, including any funding formula approved by initiative or referendum. The legislature shall enact laws to enforce this subsection."
