amending title 41, chapter 10, article 1, Arizona Revised Statutes, by adding section 41-1527; appropriating monies; relating to the Arizona commerce authority.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 41, chapter 10, article 1, Arizona Revised Statutes, is amended by adding section 41-1527, to read:
41-1527. Small business incubator program; second chance center participants; definition
A. The small business incubator program is established in the authority. The small business incubator program shall assist current and former inmates who are participating in second chance centers to establish small businesses.
B. For the purposes of this section, "second chance center" means a program in which the state department of corrections and the department of economic SECURITY collaborate and bring comprehensive services to inmates who are nearing release and who are most likely to recidivate.
Sec. 2. Appropriation; Arizona commerce authority; small business incubator program; exemption
A. The sum of $500,000 is appropriated from the federal temporary assistance for needy families block grant in fiscal year 2023-2024 to the Arizona commerce authority for establishing and administering the small business incubator program established by section 41-1527, Arizona Revised Statutes, as added by this act.
B. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.
