amending title 15, chapter 2, article 2, Arizona Revised Statutes, by adding section 15-249.01; appropriating monies; relating to the department of education.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Title 15, chapter 2, article 2, Arizona Revised Statutes, is amended by adding section 15-249.01, to read:

START_STATUTE15-249.01. Save our streets grant fund; junior reserve officers' training corps program; public safety teen academy; rules

A. The save our streets grant fund is established consisting of legislative appropriations.  The department of education shall administer the fund. Monies in the fund are subject to legislative appropriation and are exempt from the provisions of section 35-190 relating to lapsing of appropriations.  The department of education shall use the monies in the fund for the purposes of awarding grants on a first-come, first-served basis to school districts and charter schools as prescribed in this section. 

B. A school district governing board or charter school governing body seeking to establish a junior reserve officers' training corps program at a high school within the school district or at the charter school may apply to the department of education in a manner prescribed by the department for a grant of not more than $250,000 from the save our streets grant fund established by this section. A school district or charter school that receives grant monies pursuant to this subsection may use the monies only for expenses incurred as a result of establishing a junior reserve officers' training corps program at a high school within the school district or charter school.  In its application, the school district governing board or charter school governing body shall specify the amount of grant monies requested and the purposes for which the grant monies will be used.  Subject to available monies in the fund and if the department of education determines that the grant request is for eligible expenses, the department shall award the grant to the school district or charter school. 

C. A school district governing board or charter school governing body may establish a public safety teen academy at any public high school in this state to provide students with a better understanding of public safety and an opportunity to learn about careers in law enforcement and fire services. Students enrolled in a public safety teen academy established pursuant to this subsection may receive elective credit.  The academy shall be offered at no cost to participants and include exposure to police and fire training job duties, which may include training on any of the following:

1. Use of an automated external defibrillator.

2. Firefighting skills.

3. Hands-only cardiopulmonary resuscitation.

4. Basic first aid and triage.

5. Crash victim extrication.

6. Vehicular crime investigation.

7. Police riot control techniques.

8. Decision shooting scenarios.

9. Criminal investigations.

10. Tactical demonstrations.

D. A school district governing board or charter school governing body that establishes or that is seeking to establish a public safety teen academy pursuant to subsection C of this section at a high school within the school district or at the charter school may apply to the department of education in a manner prescribed by the department for a grant of not more than $250,000 from the save our streets grant fund established by this section.  A school district or charter school that receives grant monies pursuant to this subsection may use the monies only for expenses incurred as a result of establishing or administering the public safety teen academy at a high school within the school district or charter school. In its application, the school district governing board or charter school governing body shall specify the amount of grant monies requested and the purposes for which the grant monies will be used.  Subject to available monies in the fund and if the department of education determines that the grant request is for eligible expenses, the department shall award the grant to the school district or charter school. 

E. The department of education may adopt rules for the purposes of administering this section. END_STATUTE

Sec. 2. Appropriation; save our streets grant fund

The sum of $5,000,000 is appropriated from the state general fund in fiscal year 2023-2024 to the save our streets grant fund established by section 15-249.01, Arizona Revised Statutes, as added by this act, and is appropriated from the save our streets grant fund to the department of education.
