proposing an amendment to the Constitution of Arizona; amending article II, Constitution of Arizona, by adding section 38; relating to natural resources.

Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:

1. Article II, Constitution of Arizona, is proposed to be amended by adding section 38 as follows if approved by the voters and on proclamation of the Governor:

38. Natural resources and the public estate

section 38. All people of this state, regardless of race, wealth, ethnicity or other identity, shall have an inherent, inalienable right to a clean and healthy environment, INCLUDING clean air AND WATER and the preservation of the natural, scenic, historic and aesthetic values of the environment. this state's public natural resources are the common property of all the people, including generations yet to come. As trustee of these resources, this state shall conserve and maintain them for the benefit of all the people.

2. The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
