An Act
amending title 1, chapter 8, article 1, Arizona Revised Statutes, by adding sections 1-802, 1-803 and 1-804, Arizona Revised Statutes; relating to the governmental operations.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 1, chapter 8, article 1, Arizona Revised Statutes, is amended by adding sections 1-802, 1-803 and 1-804, to read:
1-802. Planning; vehicle miles of travel reduction goals prohibited
This state or a city, town, county or political subdivision of this state may not consider or establish any vehicle miles of travel reduction goals or targets in developing any transportation or land use planning or selecting transportation or transit projects.
1-803. Vehicle miles of travel; tracking prohibited
This state or a city, town, county or political subdivision of this state may not track or maintain a record of a person's vehicle miles of travel by recording the odometer reading on the person's motor vehicle through the use of traffic or other cameras that track a person's movement by capturing the person's license plate or using third-party data or any other means to which the person does not expressly consent that would allow this state or the city, town, county or political subdivision of this state to know how many vehicle miles a person has traveled.
1-804. Vehicle miles of travel; tax prohibited; exception
A. This state or a city, town, county or political subdivision of this state may not impose or collect any mileage fee or tax, a per-mile charge, fee or tax or any tax or fee based on vehicle miles traveled by an individual in a motor vehicle.
B. This section does not apply to an interstate agreement that is established to administer the payment or report of fuel taxes or registration fees for commercial vehicles that operate in more than one state.
