BILL #    SCR 1024

TITLE:     initiative; referendum; signatures; legislative districts.. NOW: preferential treatment; discrimination; prohibited

SPONSOR:    Wadsack

STATUS:   Senate Engrossed

PREPARED BY:    Jordan Johnston

Description

The Arizona Constitution currently outlines rules regarding preferential treatment and discrimination by public institutions.  The Arizona Constitution further provides certain exceptions, including any action that must be taken to establish or maintain eligibility for any federal program if ineligibility would result in a loss of federal monies to Arizona.

Subject to voter approval, the resolution places limits on the exceptions for preferential treatment or discrimination related to the loss of federal monies.

Estimated Impact

If approved by the voters, the resolution could potentially result in the loss of Federal Funds.  We cannot determine the magnitude of the loss as that will depend on judicial interpretations of the ballot language in the event of its passage.

Local Government Impact

The fiscal impact of the bill on local governments cannot be determined in advance.
