An Act
establishing the joint study committee on statewide animal control standards.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Joint study committee on statewide animal control standards; membership; duties; report; delayed repeal
A. The joint study committee on statewide animal control standards is established consisting of the following members:
1. Two members of the senate who are appointed by the president of the senate and who are of different political parties. The president of the senate shall designate one of these members to serve as chairperson of the committee.
2. Two members of the house of representatives who are appointed by the speaker of the house of representatives and who are of different political parties. The speaker of the house of representatives shall designate one of these members to serve as vice chairperson of the committee.
3. The Director of Maricopa County Department of Animal Care and Control Services or the Director's designee.
4. The Director of Pima County Animal Care Department or the Director's designee.
5. Four representatives of animal control agencies in counties with a population of less than eight hundred thousand persons. Two of these members shall be appointed by the president of the senate and two of these members shall be appointed by the speaker of the house of representatives. Each member must be from a different county.
6. Four representatives who represent humane animal organizations. Two of these members shall be appointed by the president of the senate and two of these members shall be appointed by the speaker of the house of representatives. Each member must be from a different organization that provides animal control services to a city or county that does not have a city or county shelter.
7. One representative who is a veterinarian and who is a member of the faculty at an accredited veterinary college. This member must be appointed by the Arizona state veterinary medical examining board.
B. A majority of the members of the committee constitutes a quorum. The committee shall meet as often as the chairperson deems necessary and shall meet at any place deemed necessary or convenient by the chairperson. The committee may meet virtually.
C. The committee shall:
1. Research and report on the need for statewide consistency of animal control standards.
2. On or before December 31, 2023, submit a report of its findings and recommendations to the governor, the president of the senate and the speaker of the house of representatives and shall provide a copy of this report to the secretary of state.
D. The committee may use the services of legislative staff to provide necessary administrative and operational services.
E. On request of the committee, an agency of this state or a political subdivision of this state shall provide the committee with its services, equipment, documents, personnel and facilities to the extent possible without cost to the committee.
F. This section is repealed from and after June 30, 2024.
