Line 44, after the period insert "At a minimum, rules adopted pursuant to this subsection shall require that hemp-derived products:

(a) Be sold only to individuals who are at least twenty-one years of age.

(b) Be securely stored in a manner that makes the hemp-derived products not accessible to individuals who are under twenty-one years of age.

(c) Be labeled with a website link to or quick response code associated with the hemp-derived product manufacturer's website on the hemp-derived product's packaging that links to a full panel certificate of analysis provided by an independent third-party laboratory. The certificate of analysis must include:

(i) Analytical results that include tests for pesticides, microbials, residual solvents, Heavy metals and potency.

(ii) The manufacturer's name, physical address, telephone number and email address.

(iii) The manufacturing date and batch number.

(iv) Any other INFORMATION deemed necessary by the director."

"G. During any physical inspection of a manufacturer or retailer, the director or the director's designee may collect samples of hemp-derived products for analysis by the state agricultural laboratory or a laboratory certified by the department to determine compliance with this article and any department rule and order."

Between lines 37 and 38, insert:

"Sec. 7. Section 3-318, Arizona Revised Statutes, is amended to read:

START_STATUTE3-318. Industrial hemp advisory council; members; duties

A. The director shall establish by rule or order an industrial hemp advisory council to assist and make recommendations to the director regarding the administration and implementation of this article. The director shall appoint five members to the council, including one public member.

B. The industrial hemp advisory council shall:

1. Advise the director regarding expenditures from the industrial hemp trust fund.

2. Review all rules and orders adopted by the director for the purposes of this article at least annually to determine if the rules and orders conform to federal law and regulations.

3. Make recommendations to the director to maintain conformity with federal laws and regulations.
