Page 1, between lines 12 and 13, insert:
"B. If the legislature enacts appropriations for a fiscal year in an amount that would allow school districts to EXPEND monies in excess of the aggregate limitation on expenditures of local revenues under article IX, section 21, the legislature shall also authorize school districts to spend local revenues in excess of the aggregate limitation on expenditures of local revenues as prescribed by article IX, section 21, subsection (3) in an amount that allows school districts to expend the full amount appropriated by the legislature."
