Overview

Extends the deadline for the Arizona Department of Water Resources (ADWR) Director to submit an annual report of the department's operations and suggestions for legislative changes from July 1 to August 15 each year and requires this report to be published on ADWR's website.

History

The ADWR Director is required to submit an annual report of the department operations to the Legislature and Governor by July 1. This report must include suggestions on changing current law or enacting new legislation and other information, suggestions and recommendations that provide value to the public. This report must be available to the public (A.R.S. § 45-111). It is currently available on ADWR's website and can be accessed here.

Provisions

2.   Requires ADWR to publish this annual report on its website. (Sec. 1)

Senate Amendments

1.   Requires the annual report to include operations relating to dam safety, levee repairs and other flood control activities.

2.   Directs ADWR to reduce, to not more than $100 per application, fees for an application for:

a)   a certificate of grandfathered right in an active management area established after January 1, 2022; and

b)   a notice of authority to irrigate land in an irrigation non-expansion area established after January 1, 2022.

3.   Exempts ADWR from rulemaking requirements for one year after this act's effective date to establish the reduced application fees.

4.   Amends the FY 2024 General Appropriations Act by directing the Water Infrastructure Finance Authority to distribute the $20,000,000 in the Little Colorado River levee line item to Navajo County, rather than to the City of Winslow.

5.   Adds an emergency clause.
