Overview
Establishes the Gila River Indian Community Special Plate, Ak-Chin Indian Community Special Plate, Pascua Yaqui Tribe Special Plate, Arizona Professional Soccer Club Special Plate and Fund and the Humanitarian Service Organization Special Plate and Fund. Outlines color and font requirements for all license plates.
History
The Arizona Department of Transportation (ADOT) is required to provide every vehicle owner one license plate for every vehicle registered upon application and payment of fees (A.R.S. § 28-2351). Special plates may be issued by ADOT in the place of regular plates, upon application (A.R.S. § 28-2403). An initial and annual renewal fee of $25 is required for the special plate in addition to the vehicle registration fees. Of the $25 special plate fee, $8 is an administrative fee and $17 is an annual donation to a specified organization (A.R.S. § 28-2402). Special plates are established through statutory authority and require a standard $32,000 implementation fee from a person.
Provisions
1. Requires ADOT to establish the following special plates if a person pays the $32,000 implementation fee by December 31st, 2023:
a) the Gila River Indian Community Special Plate;
b) the Ak-Chin Indian Community Special Plate;
c) the Humanitarian Organization Special Plate and Fund;
d) the Pascua Yaqui Tribe Special Plate; and
e) the Arizona Professional Soccer Club Special Plate and Fund. (Sec. 4)
2. Allows ADOT to combine requests for the special plate and a personalized plate, in a form prescribed by ADOT and subject to fees for both plates. (Sec. 4)
3. Requires that, of the $25 required to obtain and renew the special plate, $8 is an administration fee and $17 is an annual donation. (Sec. 4)
4. States that ADOT will deposit the special plate administration fees from the Gila River Indian Community Special Plate into the state Highway Fund and all donations to the Gila River Indian Community Transportation Committee. (Sec. 4)
5. Requires the Gila River Indian Community Transportation Committee to use the transferred monies only for traffic control devices that conform to state specifications on non-state highways located in the Gila River Indian Reservation. (Sec. 4)
6. Requires ADOT to deposit all special plate administration fees from the Ak-Chin Indian Community Special Plate into the State Highway Fund and all donations into the Ak-Chin Indian Community Department of Public Safety. (Sec.4)
7. Requires Ak-Chin Indian Community Department of Public Safety to use the transferred monies only for traffic control devices that conform to state specifications on non-state highways located in the Ak-Chin Indian Reservation. (Sec. 4)
8. Requires the director of ADOT to allocate monies in the Humanitarian Service Organization Special Plate Fund to an organization that:
a) has a global network of at least 1,200,000 people who make a positive lasting change in communities inside and outside of the U.S.;
b) takes action on sustainable projects;
c) works to better the world and communities through projects relating to literacy, peace, water and health;
d) has been in this state since 1914;
e) has at least 114 clubs and a membership of more than 5,000 in this state; and
f) has raised money in this state to support service projects in the following areas:
i. promoting peace;
ii. fighting disease;
iii. providing clean water, sanitation and hygiene;
iv. saving mothers and children;
v. supporting education;
vi. growing local economies; and
vii. protecting the environment. (Sec. 4)
9. Outlines color and font requirements for all license plates designed on or after September 24th, 2022. (Sec.1)
10. Requires the person who provides the $32,000 implementation fee to ADOT to design the Special Plate they paid to implement. (Sec. 4)
11. Makes technical and conforming changes. (Sec. 1-3,5-7)
12. Requires ADOT to deposit all Pascua Yaqui Tribe Special Plate administration fees into the state Highway fund and allocate all donations to the Pascua Yaqui Tribe. (Sec. 4)
13. Specifies that the Pascua Yaqui Tribe may only use these monies for the following:
a) education scholarships, including monies for academic related extracurricular activities, for children in the Pascua Yaqui Tribe; and
b) legal assistance for unrepresented persons. (Sec. 4)
14. Permits the Director of ADOT to combine requests for a National Guard Member Special Plate with a request for a personalized special plate. (Sec. 3)
15. Requires the Director to annually allocate Arizona Professional Soccer Club Fund monies to a qualified nonprofit charitable organization that:
a) is an Arizona Professional Soccer Club foundation;
b) has a mission to support the development of student athletes in the community;
c) provides financial awards for soccer programs to families with financial barriers; and
d) develops youth soccer programs in Arizona. (Sec. 4)
