Overview

Establishes minimum access requirements to school district office facilities and staff by members of the school district's governing board (governing board).

History

Each school district is governed by a governing board that is composed of three or five elected members. To run for election as a governing board member, a person must be registered to vote in Arizona and have been a resident of the school district for at least one year (A.R.S. § 15-421). A governing board member's term of office is four years (A.R.S. § 15-424). The county school superintendent is required to appoint governing board members to fill all vacancies as statutorily outlined (A.R.S. § 15-302).

A governing board is required to prescribe and enforce policies and procedures to govern schools that are not inconsistent with the laws or rules prescribed by the State Board of Education. Additionally, a governing board is required to: 1) manage and control all school district property; 2) prescribe curricula and criteria for the promotion and graduation of students; and 3) provide for adequate supervision over students in instructional and noninstructional activities by school personnel (A.R.S. § 15-341).

Provisions

1.   Mandates each governing board member have at least the same level of access to the school district office facilities and staff during regular business hours as any school district office employee. (Sec. 1)

2.   Prohibits a school district from limiting a governing board member's access to school district office facilities by requiring them to be accompanied by or to seek authorization from a school district employee.
