Overview
Instructs the Governor's Office of Equal Opportunity (GOEO) to hire an Americans with disabilities coordinator. Appropriates $100,000 and one FTE in FY24 from the state General Fund (GF).
History
The Americans with Disabilities Act (ADA) recognized that people with physical or mental disabilities have a right to fully participate in all aspects of society and prevents discrimination against individuals with disabilities in areas such as employment, housing and public accommodations (42 U.S.C. § 12101).
The GOEO:
1) Administers the State’s equal opportunity guidelines;
2) Monitors compliance with state agency equal opportunity plans;
3) Processes State of Arizona employee equal opportunity complaints;
4) Provides training for state agency equal opportunity administrators;
5) Offers facilitative mediation services for state agencies; and
6) Provides information and referrals to local and national resources as requested (GOEO).
Provisions
1. Directs the GOEO to hire a full-time Americans with disabilities coordinator. (Sec. 1)
2. Requires the Americans with disabilities coordinator implement an annual ADA plan that must:
a) Be community based;
b) Promote coordination of disability activities throughout Arizona;
c) Provide education opportunities for small businesses;
d) Encourage coordination between small businesses and the disability community in accordance with the ADA for public and private settings; and
e) Include specific enforcement of disability accessibility goals and a method to measure progress. (Sec.1)
3. Appropriates $100,000 and one FTE position from the state GF in FY 2024 to the office of the Governor for personal services for an Americans with disabilities coordinator. (Sec. 2)
