HB 2421: CPR training; teachers; students

Overview

Establishes cardiopulmonary resuscitation (CPR) training and certification requirements for school personnel and students in charter schools and school districts.

History

Currently, a charter school or school district must provide high school students with at least one age-appropriate and hands-on CPR training session. This training must be based on the most current national evidence-based emergency cardiovascular guidelines for CPR. To satisfy this training requirement, a school may assign homework if the completion of the homework is verified by a teacher or parent. Statute also exempts students from participating in the training under certain circumstances, such as upon parental request or if the student is already CPR certified.

Instruction must be provided by a certified CPR trainer if instruction results in CPR certification. However, a teacher or administrator who facilitates or oversees the CPR instruction is not required to be an authorized CPR trainer if the training does not result in certification. Finally, statute details the individuals who may provide CPR instruction and training, such as police officers, American Heart Association representatives and teachers (A.R.S. § 15-718.01).  

Provisions

2.   Mandates each charter school and school district annually provide all school personnel with at least one CPR training session that is based on the most current national evidence-based emergency cardiovascular care guidelines and that includes hands-on practice. (Sec. 1)

3.   Stipulates that:

a)   the training must be provided by a certified CPR trainer if the training results in CPR certification; and

b)   a teacher or administrator facilitating or overseeing the training is not required to be an authorized CPR trainer if the training does not result in CPR certification. (Sec. 1)

4.   Allows a charter school or school district to accept in-kind donations of materials or services that may be used for the required CPR training. (Sec. 1)

5.   Permits the CPR training to be provided by a school employee with valid CPR certification or other qualified individuals. (Sec. 1)

6.   Establishes the requirement that CPR training be provided annually to high school students and at least once to middle school students. (Sec. 1)
