Overview

Appropriates $250,000 from the state General Fund (GF) to the Livestock Compensation Fund in FY 2024.

History

The U.S. Fish and Wildlife Service's Wolf Livestock Demonstration Project Grant Program was created in 2009 to provide grants to states and tribes to reimburse livestock producers for losses from wolf depredation and to provide funding to these producers for nonlethal activities to reduce the risk of this depredation (P.L. 111-11). This program receives a $1 million annual appropriation, of which $100,000 is retained by the U.S. Fish and Wildlife Service for program administration. The remaining monies are evenly split between depredation compensation and depredation prevention measures. Arizona received $115,500 in depredation compensation grants and $83,242 in depredation prevention grants from this program in FY 2022.  

The Arizona Livestock Loss Board (Board), which was established in 2015, distributes these grants from its fund to qualifying landowners, lessees or livestock operators for wolf depredation or implementing avoidance measures to prevent this depredation. To that end, the Board sets procedures and requirements for receiving this compensation and determines the compensation rates for any confirmed depredation. The Board may also implement a pay-for-presence program that compensates landowners, lessees and livestock operators who allow wolves to be present on private property and accept potential depredation on livestock. Finally, the Board may coordinate with the Arizona Game and Fish Department  and other state and federal agencies (such as the U.S. Department of Agriculture's Wildlife Services) to investigate and verify any depredation (Laws 2015 Chapter 172 and A.R.S. §§ 17-492 and 17-493).
