SB 1018: collaborative care; appropriation

Overview
Establishes the Collaborative Care Uptake Fund (Fund) and appropriates a non-lapsing $1,000,000 from the state General Fund (GF) in FY 2024 for technical assistance grants and grants to specified primary care physicians.
History
The Department of Health Services (DHS) serves to provide public health support services such as dependency health care service programs. These programs include need-based determination, availability of health resources and industry monitoring. DHS is statutorily required to make contracts and incur obligations within the general scope of the department's activity. Lastly, DHS is required to take the appropriate steps to ensure medically dependent citizens are provided health care services (A.R.S. § 36-104).
Provisions
1. Establishes the Fund within DHS. (Sec. 1)
2. Directs DHS to administer the Fund monies for grants to primary care physicians in a medical practice with 50 or fewer employees to establish the Collaborative Care Model (CCM) and for technical assistance grants. (Sec. 1)
3. Allows primary care physicians to use grants for:
a) Hiring staff;
b) Formulating contractual relationships;
c) Purchasing or upgrading software and resources; and
d) Other purposes deemed necessary by DHS. (Sec. 1)
4. Requires DHS to enter into grant agreements with Collaborative Care Technical Assistance Centers (Center) that provide technical assistance to specified primary care physicians. (Sec. 1)
5. Instructs Centers to provide technical assistance on:
a) Financial models and budgets;
b) Staffing models;
c) Electronic health records;
d) Training support for staff;
e) Sharing of best practices and operational knowledge; and
f) Other purposes deemed necessary by DHS. (Sec 1)
6. Defines CCM, Center, department and primary care physician. (Sec. 1)
7. Appropriates a non-lapsing $1,000,000 from the GF to the Fund in FY 2024. (Sec. 2)
