Overview

Establishes minimum requirements for the designation of political sign-free zones by a municipality. 

History

Political Sign-Free Zones

Municipalities and counties are prohibited from removing political signs in certain circumstances. However, commercial tourism, commercial resort and hotel sign-free zones are exempt from this requirement. Statute limits number of established zones to two and the total area of these zones to less than three square contiguous miles. A municipality may establish a political sign-free zone by resolution of its governing body that the designated zones are predominately used for commercial tourism and the placement of political signs within the rights-of-way in these zones will deter tourists (A.R.S. § 16-1019).

Reock Score

A reock score calculates the degree of compactness of an area. Scores range from 0 to 1, where 0 is infinitely non-compact and 1 is optimally compact. A reock score (R) is the ratio of the area of the zone () to the area of a minimum bounding circle () that encloses the zone's geometry (Measuring Compactness).

1.   Prescribes the following requirements for sign free zones:

a)   The total area may not be larger than three square miles;

b)   Each zone's area must not exceed 10% of the total area of the municipality;

c)   Each zone must have a reock score of .10 or more; and

d)   A municipality may establish one or more zones within these zones that allow political signs, however those areas must be included in the calculations of the area of the total zone. (Sec. 1)
