SB 1051: census adjustment; population threshold

Overview

Increases the population threshold to 500,000 persons under which a county is subject to stated requirements regarding county rural planning areas, the transportation excise tax and the Arizona long-term care system (ALTCS).

History

In counties with a population of fewer than 400,000 persons:

1)   the board of supervisors receives petitions from property owners to form rural planning areas. People who own a majority of the acres must sign the petition; and

2)   cities and towns and the county sharing a multijurisdictional area with a combined population of more than 50,000 but less than 100,000 persons may voluntarily form rural planning zones to develop coordinated and comprehensive regional plans (A.R.S. § 11-806).

In a county with a population of 400,000 persons or less, the officer collecting transportation excise must tax monies transfers the monies to the State Treasurer. The State Treasurer deposits the monies in a fund designated for the county as the county's regional area road fund (A.R.S. § 28-6391).

In a county with a population of 400,000 persons or less, the Director of AHCCCS must propose, at least every five years, a contract to be a program contractor and provide, on a capitation rate basis, to enrolled members who are not persons with disabilities and who are residents of the county. Certain exceptions apply (A.R.S. § 36-2944).
