SB1066: election mailings; third-party disclosures

Overview
Instructs any nongovernmental person or entity that mails official election-related documents to include a specified disclosure.
History
A person or Political Action Committee (PAC) that makes an expenditure for an advertisement or fundraising solicitation must include specified disclosures. If the advertisement is delivered by hand or mail, the disclosure must be clearly readable. If the advertisement is paid for by a PAC, the disclosure must be displayed in a height that is at least 10% of the vertical height of the advertisement (A.R.S. § 16-925).
The County Recorder must distribute mail-in voter registration forms at locations throughout the county, including government offices, fire stations, public libraries and other locations open to the public. The County Recorder can provide voter registration forms to groups and individuals that request forms for conducting voter registration drives (A.R.S. § 16-131).
Provisions
1. Requires any nongovernmental person or entity that mails an official election-related document to abide by the following:
a) Disclose the words Not from a Government Agency in boldfaced print on the outside of the envelope; and
b) Display the disclosure at a height that is at least 10% of the vertical height of the document. (Sec. 1)
