SB1067: study committee; animal control standards

Overview

Establishes the Joint Study Committee on Statewide Animal Control Standards and outlines requirements for its membership and responsibilities.

History

A county may employ or designate an animal control county enforcement agent, establish a county pound and enter into cooperative agreements with cities, towns, veterinarians or an Arizona incorporated humane society to establish and operate a county pound. A county board of supervisors may set fees for impounding and maintaining animals at the county pound or any pound used by the county. Additionally, counties with a designated animal control county enforcement agent may enter into agreements with foundations or charitable organizations to solicit donations, property or services to perform nonmandated services and to fund capital improvements for county animal control (A.R.S. §§ 11-251, 11-1005 and 11-1013).

Provisions

1. Creates the Joint Study Committee on Statewide Animal Control Standards (Committee). (Sec. 1)

2. Requires the Committee to be established with the following membership:

a) two members of the Senate of different political parties who are appointed by the Senate President;

b) two members of the House of Representatives of different political parties who are appointed by the Speaker of the House;

c) the Maricopa County Department of Animal Care and Control Services Director or the director's designee;

d) the Pima County Animal Care Department Director or the director's designee;

e) four representatives of animal control agencies in four different counties with a population of less than 8,000 persons, two of whom are appointed by the Senate President and two of whom are appointed by the Speaker of the House;

f) four representatives who represent four different humane animal organizations that provide animal control services to a city or county that does not have a city or county shelter, two of whom are appointed by the Senate President and two of whom are appointed by the Speaker of the House; and

g) one veterinarian and a member of the faculty at an accredited veterinary college who is appointed by the Arizona State Veterinary Medical Examining Board. (Sec. 1)

3. States that a majority of the members of the Committee constitutes a quorum and that the committee shall meet as often as the chairperson deems necessary in a location deemed necessary or convenient by the chairperson. (Sec. 1)

4. Requires the Committee to:

a) Research and report on the need for statewide consistency of animal control standards; and

b) submit a report of its findings and recommendations to the Governor, the Senate President and the Speaker of the House and provide a copy of this report to the Secretary of State on or before December 31, 2023. (Sec. 1)

5. Allows the Committee to use the services of legislative staff to provide necessary administrative and operational services. (Sec. 1)

6. Requires an agency or political subdivision of the state to provide the Committee with its services, equipment, documents, personnel and facilities upon the request of the Committee and to the extent possible without cost to the Committee. (Sec. 1)

7. Repeals the Committee on July 1, 2024. (Sec. 1)
