SB 1213: legislative audit committee; procedures manual

Overview

Requires that the Elections Procedures Manual (EPM) be approved by the Joint Legislative Audit Committee (JLAC) in addition to the Governor and the Attorney General.

History

Statute directs the Secretary of State to consult with the County Recorders and prescribe procedures to maintain correctness and impartiality in Arizona's elections. These rules are drafted into an official instructions and procedures manual. The EPM must be issued by December 31 of each odd-numbered year before the general election and be submitted to the Governor and the Attorney General no later than October 1 of the year before the general election. After submission, it must be approved by the Governor and Attorney General (A.R.S. § 16-452).

JLAC consists of ten total members, five from each legislative chamber. JLAC directs the Office of the Auditor General (OAG) to conduct audits of state agencies on behalf of the Legislature and determines which agencies the OAG will review and which agencies will conduct self-reviews for the Committees of Reference. JLAC oversees audit functions of the state and other agencies, appoints the Auditor General, has the power of legislative subpoenas and requires agencies to comply with findings (A.R.S. §§ 41-1279, 41-2953).
