Summary of the Strike-Everything Amendment to SCR 1023
Overview
Amends the Arizona Constitution by changing the population threshold to form charter cities.
History
Any city containing, a population of more than 3,500 may frame a charter for its government consistent with, and subject to, the Constitution and the laws of the state, in the following manner.
A board of freeholders composed of 14 qualified electors of the city may be elected at large by the qualified electors, at a general or special election, who then prepare and propose a charter for such a city.
The proposed charter must then be published and submitted following the prescribed requirements. If a majority of qualified electors votes to ratify the proposed charter, it will be sent to the Governor for approval, and the Governor must approve it if it does not in conflict with this Constitution or with the laws of Arizona.
The charter may be amended by amendments proposed and submitted by the legislative authority of the city to the qualified electors at a general or special election and ratified by a majority of the qualified electors and approved by the Governor (Ariz. Const. art. 13 § 2).
Provisions
1. Changes the population requirement for a city to form a charter city from more than 3,500 to less than 500,000.
2. Requires the Secretary of State to submit this proposition to the voters in the next general election.
