appropriation; livestock loss board

(NOW: livestock compensation; appropriation)

Purpose

Appropriates $250,000 from the state General Fund (state GF) in FY 2024 to the Livestock Compensation Fund (Fund). 

Background

The nine-member Livestock Loss Board (Board) is charged with addressing the depredation of wolves on livestock operations and consists of: 1) the Director of the Arizona Department of Agriculture or the director's designee; 2) the Director of the Arizona Game and Fish Department (AZGFD) or the director's designee; 3) three members appointed by the Governor who represent the livestock industry; 4) two members appointed by the Governor who represent wildlife conservation or wildlife management; 5) one member appointed by the Speaker of the House of Representatives who is a livestock auction market owner; and 6) one member appointed by the President of the Senate who is a faculty member at a state university (A.R.S. § 17-491).

The Board may compensate landowners, lessees or livestock operators for: 1) wolf depredation on livestock; 2) implementing avoidance measures to prevent wolf depredation on livestock; and 3) allowing wolves to be present on private property owned or leased by the landowner, lessees or livestock operator and accepting potential wolf depredation on livestock through a pay-for-presence program. The Board may also coordinate with the AZGFD to investigate wolf depredation on livestock and any corrective measures taken and state and federal wildlife agencies to verify wolf depredation on livestock. Additionally, the Board may collaborate with federal farm services agencies in Arizona to promote livestock compensation programs (A.R.S. § 17-492).

The Board administers the Fund, consisting of federal monies, legislative appropriations from the state GF, grants and donations for the purpose of compensating landowners, lessees, and livestock operators (A.R.S. § 17-493).

S.B. 1002 appropriates $250,000 from the state GF in FY 2024 to the Fund.

Provisions

1.   Appropriates $250,000 from the state GF in FY 2024 to the Fund.

2.   Becomes effective on the general effective date.
