ARIZONA STATE SENATE

Purpose
Requires the Arizona Department of Homeland Security (AZDOHS) to acquire security software that detects security threats by using at least two specified testing mechanisms and appropriates $2,000,000 from the state General Fund (state GF) in FY 2024 to AZDOHS.
Background
AZDOHS is tasked with the mission of protecting Arizona by providing direction and resources to prevent terrorist attacks, enhance border security and heighten cybersecurity efforts, among other goals (AZDOHS).
AZDOHS develops plans to enhance Arizona's ability to prevent and respond to critical hazards, requests grants for homeland security purposes and distributes monies to local jurisdictions and other eligible organizations (A.R.S. § 41-4254).
S.B. 1041 appropriates $2,000,000 from the state GF in FY 2024 to AZDOHS.
Provisions
1. Requires AZDOHS, through a competitive bidding process, to acquire an enterprise license for security software for use by agencies of Arizona that:
a) integrate security into the development process; and
b) scan software code in development, production and postproduction.
2. Requires the security software to detect security threats by using at least two of the following testing mechanisms:
a) static analysis security testing;
b) dynamic testing;
c) penetration testing; or
d) software composition analysis.
3. Appropriates $2,000,000 from the state GF in FY 2024 to AZDOHS for the purpose of acquiring the security software.
4. Exempts the appropriation from lapsing.
5. Becomes effective on the general effective date.
