animal owners; definition
Purpose
Excludes, from the definition of owner, a person who keeps an animal at the request of an animal shelter. Includes, in the definition of stray dog, any dog three months of age or older running at large that is not microchipped.
Background
An owner is any person who keeps an animal other than livestock for more than six consecutive days. Livestock includes neat animals, horses, sheep, goats, swine, mules and asses (A.R.S. § 11-1001).
An animal shelter is a duly incorporated humane society, animal welfare society, society for the prevention of cruelty to animals or other non-profit corporate organization devoted to the welfare, protection and humane treatment of animals (A.R.S. § 11-1022).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Excludes from the definition of owner a person who keeps an animal at the request of an animal shelter.
2. Includes, in the definition of stray dog, any dog three months of age or older running at large that is not microchipped.
3. Makes technical and conforming changes.
4. Becomes effective on the general effective date.
Amendments Adopted by Committee of the Whole
