Purpose
Requires the inspector, marshal and judges of an election board for an election precinct, voting center or other voting location to include board members who are members of the two political parties that cast the highest number of votes in the state at the last general election (two largest political parties).
Background
At least 20 days before a general or primary election, the county board of supervisors must appoint an election board for each election precinct, voting center or other voting location. The election board must consist of: 1) one inspector; 2) one marshal; 3) two judges; and 4) as many clerks of election as deemed necessary. The inspector, marshal, and judges must: 1) have the same political party registration from the previous general election; 2) be qualified voters in the precinct of appointment; and 3) if registered as members of the two largest political parties, be divided equally between the parties. In a precinct where the inspector is a member of one of the two largest political parties, the marshal must be a member of the other largest political party (A.R.S. § 16-531).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires the inspector, marshal and judges of an election board for an election precinct, voting center or other voting location to include board members who are members of the two largest political parties.
2. Makes technical changes.
3. Becomes effective on the general effective date.
Amendments Adopted by Committee of the Whole
1. Requires certain members of the election board to include members of the two largest political parties, rather than at least one member of each of the parties.
2. Reinstates the requirement that certain members of the election board be divided equally between the two largest political parties.
3. Makes technical changes.
