SUBJECT: Strike everything amendment to S.B. 1130, relating to deferred payments; prohibition
Purpose
Prohibits a state obligation that is required by law to be paid with state General Fund (state GF) monies in one fiscal year from being deferred for payment in another fiscal year.
Background
The Arizona Department of Administration (ADOA) may draw warrants, checks or electronic funds transfer vouchers against the available balances of appropriations for a fiscal year for one month after the close of a fiscal year to: 1) pay obligations incurred during the fiscal year for which appropriations were made; and 2) fulfill contracts properly made during the year (ARS § 35-190).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Prohibits a state obligation that is required by law to be paid with state GF monies in one fiscal year, except for obligations made within a month of the close of a fiscal year, from being deferred, in whole or in part, for payment in another fiscal year.
2. Becomes effective on the general effective date.
