FACT SHEET FOR S.B. 1133

 

appropriation; spaying and neutering fund

Purpose

Appropriates $450,000 from the state General Fund (state GF) in FY 2024 to the Spaying and Neutering of Animals Fund (Fund).

Background

The Fund consists of legislative appropriations, donations from the purchase of Spaying and Neutering of Animals special license plates and donations of tax refunds (A.R.S.
§ 28-2422.01
). Each Spaying and Neutering of Animals special license plate includes a $17 donation from the licensed driver to the Fund (A.R.S. § 24-2422). The Companion Animal Spay and Neuter Committee (Committee) administers the Fund (A.R.S. § 24-2422.02).

The Committee consists of seven members appointed by the Governor who are not eligible for compensation, but are eligible for reimbursement of expenses (A.R.S. § 28-2422.01). The Committee awards monies from the Fund to qualifying entities that allocate monies to programs that seek to reduce pet overpopulation by sterilizing dogs and cats in Arizona at minimal or no cost. A qualifying entity is a nonprofit animal welfare organization or an animal control agency that offers or subsidizes sterilization services of dogs and cats. Monies in the Fund are exempt from lapsing (A.R.S. § 28-2422.02).

S.B. 1133 appropriates $450,000 from the state GF in FY 2024 to the Fund.

Provisions

1.   Appropriates $450,000 from the state GF in FY 2024 to the Fund.

2.   Becomes effective on the general effective date.
