SUBJECT:      Strike everything amendment to S.B. 1247, relating to recycling fund; appropriations


 


Purpose

            Appropriates $2,500,000 from the Recycling Fund (Fund) in FY 2024 to the Arizona Department of Environmental Quality (ADEQ) to provide for grants to or contracts with political subdivisions, nonprofit organizations or private enterprise for specified purposes.

Background

In 1987, ADEQ was established under the Environmental Quality Act of 1986. ADEQ has three environmental program areas: 1) air quality; 2) water quality; and 3) waste (ADEQ). ADEQ must conduct research, provide information and advice and promote the protection and management of air and water resources consistent with the environmental policy of Arizona (A.R.S. § 49-104).

The Fund consists of various monies to be used for: 1) grants to or contracts with specified entities for research, studies and implementation of public education recommendations; 2) public litter control, recycling and source reduction education programs; 3) collection and administration of Fund monies; 4) administration of the Arizona Recycling Program; 5) administration of the Arizona Commerce Authority's Recycled Market Development Program; and 6) ADEQ's Solid Waste Control Program activities (A.R.S. § 49-837).

The strike-everything amendment to S.B. 1247 appropriates $2,500,000 from the Fund in FY 2024 to ADEQ.

Provisions

1.   Appropriates $2,500,000 from the Fund in FY 2024 to ADEQ to provide for grants to or contracts with political subdivisions, nonprofit organizations or private enterprise for:

a)   research;

b)   demonstration projects;

c)   new technologies;

d)   market development and source reduction studies; and

e)   implementation of specified recommendations or reports.

2.   Exempts the appropriation from lapsing.

3.   Becomes effective on the general effective date.
