Purpose
Requires a public officer to publish a quarterly report on their website outlining the amount of money spent for any publication, resource or public service announcement that contains the public officer's name or likeness.
Background
Every officer must be at least 18 years of age, a citizen of the United States and a resident of Arizona (A.R.S. § 38-201). A local public officer is a person holding an elected office of an incorporated city, town, county or groundwater replenishment district. A public officer includes a member of the Legislature, any judge of the Court of Appeals or the superior court or a person holding an elective office with a constituency included within the entire geographical limits of Arizona (A.R.S. § 38-541). Statute outlines official acts of a public officer and requirements relating to public meetings, record keeping and conflicts of interest (A.R.S. Title 38, Chapter 3).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires a public officer who issues any publication, resource or public service announcement that contains the officer's name or likeness free of charge through taxpayer resources to publish a quarterly report on the public officer's website outlining the amount of money spent on the publication, resource or public service announcement.
2. Defines public service announcement as any audio, video, digital or print message that is distributed to the public to create awareness about a topic of interest.
3. Defines public officer as a person holding an elective office that embraces the entire geographical limits of Arizona or an elective office of an incorporated city, town or county.
4. Becomes effective on the general effective date.
