FACT SHEET FOR S.b. 1327

 

appropriation; secretary of state; security

Purpose

Appropriates $1,037,600 from the state General Fund (state GF) in FY 2024 to the Secretary of State (SOS) for security personnel, office security infrastructure and one full-time equivalent (FTE) position for a Chief Information Security Officer (CISO).

Background

The SOS must: 1) receive bills and resolutions from the Legislature; 2) keep a register of and attest the official acts of the Governor; 3) act as custodian of the great seal of Arizona; 4) affix the Great Seal, with the SOS's attestation, to public instruments to which the Governor's official signature is attached; 5) file all books distributed by the SOS and instruct the county recorders to do the same; 6) certify to the Governor the names of those who have won any election in Arizona; 7) promptly chapter, electronically publish and maintain all bills, memorials and resolutions filed by the Legislature and provide each house of the Legislature and the Legislative Council with a certified copy; 8) keep a book of fees and compensation earned, collected and charged by the SOS; 9) perform other duties imposed by law; 10) report to the Governor on January 2 of each year on the official actions of the SOS in the past year; 11) transfer all noncurrent documents required to be filed to the Arizona State Library, Archives and Public Records; 12) accept electronic and digital signatures for state documents; and 13) meet with the Federal Voting Assistance Office and county election officials at least annually to coordinate the delivery and return of election materials to and from absent, uniformed and overseas citizens (A.R.S. § 41-121).

S.B. 1327 appropriates $1,037,600 from the state GF in FY 2024 to the SOS.

Provisions

1.   Appropriates $1,037,600 from the state GF in FY 2024 to the SOS for security personnel, office security infrastructure and one FTE position for a CISO.

2.   Becomes effective on the general effective date.
