ARIZONA STATE SENATE

AMENDED
appropriation; Page; water infrastructure projects
Purpose
Appropriates $41,916,000 from the state General Fund (state GF) in FY 2024 to the Water Infrastructure Finance Authority (WIFA) to distribute to the City of Page for water infrastructure projects.
Background
The City of Page was incorporated in 1975 and is home of the Glen Canyon Dam and the Lake Powell reservoir (Page). Page receives 50 percent of their electricity from the Glen Canyon Dam (Page Utility; USBR). Page has a wastewater treatment plant that treats all sewage from the city and uses effluent water to water the golf courses and provides adequate storage of water that is not used during the winter (Page Utility).
S.B. 1469 appropriates $41,916,000 from the state GF in FY 2024 to WIFA.
Provisions
1. Appropriates $41,916,000 from the state GF in FY 2024 to WIFA to distribute to the City of Page for water infrastructure projects.
2. Requires the appropriation to be distributed as follows:
a) $5,416,000 for expansion of the wastewater treatment plant;
b) $13,500,000 for the design and construction of a pipeline; and
c) $23,000,000 for the design and construction of an intake pump station.
3. Requires the City of Page to revert any grant monies received from the federal government for the water infrastructure projects, but not more than the amount appropriated from the state GF, to WIFA.
4. Requires WIFA to revert monies received from the City of Page to the state GF.
5. Contains a statement of legislative intent.
6. Makes technical and conforming changes.
7. Becomes effective on the general effective date.
Amendments Adopted by Committee
1. Appropriates the monies to WIFA, rather than the Arizona Department of Water Resources.
2. Requires the City of Page to:
a) make a good faith effort to obtain federal grant monies for the water infrastructure projects; and
b) revert any obtained grant monies to WIFA to return to the state GF.
3. Inserts a statement of legislative intent.
