ARIZONA STATE SENATE

appropriation; Happy Valley Road.
Purpose
Appropriates $12,500,000 from the state General Fund (state GF) in FY 2024 to the Arizona Department of Transportation (ADOT) to distribute to Phoenix for improvements on Happy Valley Road.
Background
ADOT is responsible for the design and construction of state public transportation systems and the maintenance and operation of state highways in Arizona (A.R.S. § 28-332). ADOT may contract and do all things necessary to secure the full benefits available to Arizona for transportation purposes under federal law. ADOT may cooperate with: 1) federal, state and local government agencies; 2) Indian tribes; 3) private and public organizations; and 4) private individuals. ADOT may exchange federal monies with local governments in order to receive local monies and include additional federal monies in the exchange to offset the matching costs required of local governments (A.R.S. § 28-334).
The distance between 35th Avenue and 67th Avenue on Happy Valley Road is approximately four miles long (Street Transportation Department).
S.B. 1499 appropriates $12,500,000 from the state GF in FY 2024 to ADOT to distribute to Phoenix.
Provisions
1. Appropriates $12,500,000 from the state GF in FY 2024 to ADOT to distribute to Phoenix for improvements on Happy Valley Road between 35th Avenue and 67th Avenue.
2. Declares that the Legislature's intent is for Phoenix to contribute $14,800,000 to the project and for ADOT to use available federal monies to supplement the appropriation.
3. Becomes effective on the general effective date.
