Purpose
Requires the county recorder, every 10 years, to notify a person that their voter registration is cancelled and that the person must reregister to vote.
Background
To be eligible to vote in Arizona, the registrant must be a citizen of the United States (A.R.S. § 16-101). A person is presumed to be properly registered to vote on completion of a registration form that contains certain identifying information and a checkmark or other appropriate indicator that the person answered "yes" to the citizenship question. Any application that does not include the information required to be on the registration form and any application that is not signed is incomplete (A.R.S. § 16-121.01).
Statute outlines circumstances in which a county recorder must cancel a
person's voter registration, including: 1) when the county recorder knows of
the death of a registered person;
2) if a person has been adjudicated an incapacitated person; 3) when a person
is convicted of a felony and the judgement has not been reversed or set aside; and
4) when the county recorder receives written information from the registered
person that the person has a change of address outside of the county. After
cancellation, a county recorder must send the person a notice that the
registration has been cancelled, along with a new voter registration form (A.R.S.
§ 16-165).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires, on the general effective date and on April 2 every 10 years, the county recorder to notify a person that the person's voter registration is canceled and that the person must reregister to vote.
2. Requires the county recorder to provide information and instructions regarding reregistering to vote.
3. Requires the county recorder to archive the voter registration rolls for each date that all voter registrations are canceled.
4. Makes technical changes.
5. Becomes effective on the general effective date.
