ARIZONA STATE SENATE
Fifty-Sixth Legislature, First Regular Session
criminal justice data collection; system.
Purpose
Requires the Arizona Criminal Justice Commission (ACJC) to implement the State, County and Municipal Open Data System (Data System) on ACJC's website in a format that is readily accessible to the public. Appropriates $14,300,000 from the state General Fund (state GF) to ACJC from FY 2024 through FY 2026 to implement the Data System.
Background
The ACJC is designated as the central collection point for criminal justice data collection and may, unless prohibited by federal law, require any state or local criminal justice agencies to submit any necessary information that is currently collected and readily reportable by the agency at the time of the request. This information includes an agency's compliance with statutorily required reports or mandated federal or state reporting, or any other information that is deemed necessary by a vote of ACJC (A.R.S. § 41-2408).
The Driving Under the Influence Data Collection Study Committee (Study Committee) met on October 12, 2022, and December 6, 2022, to: 1) gather information on data collection processes relating to driving under the influence (DUI) offenses among various law enforcement agencies, crime labs, prosecutorial agencies and courts; and 2) recommend data collection processes and systems and the funding necessary to centralize DUI-related data reporting and collection. The Study Committee recommended that the ACJC produce a report related to law enforcement data collection processes for DUI offenses, once data is available to them to adequately do so (Study Committee Final Report).
S.B. 1588 appropriates $4,700,000 in FY 2024, $4,800,000 in FY 2025 and $4,800,000 in FY 2026 from the state GF to the ACJC to implement and maintain the Data System.
