Purpose
Appropriates $2,000,000 from the state General Fund (state GF) in FY 2024 to the Maricopa County Community College District (MCCCD).
Background
MCCCD's ACE Program is a scholarship program that allows high school students to earn college credit while in high school and either continue with the community college or transfer to a university to earn a bachelor's degree. To be eligible for the ACE Program, a student must be a high school sophomore and be two of the following: 1) a first generation to attend college student; 2) living in a single-parent home; 3) a member of an underrepresented group; 4) experiencing economic hardship; and 5) working 10 to 30 hours per week. Other environmental risk factors are considered on a case-by-case basis (MCCCD).
MCCCD’s Hoop of Learning (HOL) Program is a high school to college bridge program for Native American high school students. To qualify for the HOL Program, a high school student must: 1) be a registered member of a federally-recognized tribal nation; 2) have at least a 2.0 GPA; and 3) have at least six credits. Applicants may apply in the fall semester of grade 9, 10 or 11 and accepted applicants receive a scholarship offer (MCCCD).
S.B. 1634 appropriates $2,000,000 from the state GF in FY 2024 to the MCCCD.
Provisions
1. Appropriates $2,000,000 from the state GF in FY 2024 to the MCCCD.
2. Declares that the Legislature's intends that:
a) the appropriated monies be used:
i. for the ACE Program and that $500,000 be used for ACE Program students who are enrolled in career and technical education courses; and
ii. to increase participation in the HOL Program to encourage, enable and create conditions that empower Native American students to complete high school and transition successfully to higher education;
b) MCCCD spend the monies to:
i. increase high school students' participation in the programs; and
ii. pay tuition costs for program participants' enrollment in concurrent college courses, summer courses and weekend classes; and
c) the programs result in an increased number of Native American students who complete high school and successfully transition to higher education and an increased college completion rate for participating students.
3. Becomes effective on the general effective date.
