ARIZONA STATE SENATE

appropriation; Arizona trail fund
Purpose
Appropriates $250,000 from the state General Fund (state GF) in FY 2024 to the Arizona Trail Fund (Fund).
Background
The Arizona Trail (Trail) is a state scenic trail to memorialize former U.S. Congressman Bob Stump for his contributions to the trails and people of Arizona. The Trail extends approximately 800 miles between the southern and northern borders of Arizona. The Trail is planned and designed for all nonmotorized recreational uses, including hiking, biking, horseback and pack stock use, cross country skiing, snowshoeing and camping (A.R.S. § 41-511.15).
The seven-member Arizona State Parks Board (ASPB) is charged with: 1)
participating in planning, establishing, developing, maintaining and preserving
the Trail; 2) providing information to any person involved in planning,
establishing, developing or maintaining the Trail regarding the design,
corridors, signs, interpretive markers highlighting special areas and historic
uses and any other aspect of the Trail to promote uniformity of development,
maintenance and preservation;
3) encouraging counties, cities and towns to adapt their general and
comprehensive plans to preserve the Trail right-of-way and to acquire property
or legal interests in property to ensure the Trail's continued existence in a
permanent location; 4) preparing a trail management plan for interpretive
markers for the Trail in cooperation with federal and state land management
agencies; 5) coordinating the ASPB's Trail plan with federal, state and local
activities and land uses that may affect the Trail and with private nonprofit
support organizations to assist in planning, developing, promoting and
preserving the Trail; and 6) accepting gifts and grants of private and public
monies to the Fund (A.R.S.
§ 41-511.15).
The Fund is administered by ASPB and consists of legislative appropriations and donations. Fund monies are used for the sole purpose of maintaining and preserving the Trail (A.R.S. § 41-511.15). The Legislature appropriated $250,000 from the State Parks Revenue Fund to the Fund in FY 2023 for Trail maintenance (JLBC).
S.B. 1714 appropriates $250,000 from the state GF in FY 2024 to the Fund.
Provisions
1. Appropriates $250,000 from the state GF in FY 2024 to the Fund.
2. Exempts the appropriation to the Fund from lapsing.
3. Becomes effective on the general effective date.
