Purpose

Removes the requirement that the county board of supervisors (county BOS) contract for all advertising, publications and printing services annually. Allows written notice of the letting of contract to be electronic.

Background

The county BOS must annually contract all advertising, publications and printing services required to be done or made by all departments of county government. Written notice of the opening of contract bids must be deposited by the clerk of the county BOS in the post office with prepaid postage addressed to the office of each qualified newspaper within the county. The notice must be deposited by the clerk of the county BOS at least 10 days prior to the opening of bids. The notice must call for written bids for the advertising, publications and printing services required by all county departments during the ensuing year and state the date on which the received bids will be opened. During the contract, all advertising, publications and printing services ordered by any department of county government must be provided to the newspaper awarded the contract for printing under the terms and conditions of the contract. The newspaper that is awarded the contract may be referred to as the official newspaper of the county (A.R.S. § 11-255).

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Removes the requirement that the county BOS annually contract for all advertising, publications and printing services required to be done or made by all departments.

2.   Removes the requirement that a written notice of the letting of contract be deposited in the post office by the clerk of the county BOS.

3.   Requires the written notice to be provided to a representative of each qualified newspaper.

4.   Allows the written notice to be sent electronically.

5.   Makes technical changes.

6.   Becomes effective on the general effective date.
