Purpose
Appropriates $3,000,000 from the state General Fund (state GF) in FY 2024 to the Arizona Department of Transportation (ADOT) for improvements to the interchange at State Route 303 (SR 303) and U.S. Route 60.
Background
ADOT is responsible for the design and construction of state public transportation systems and the maintenance and operation of state highways in Arizona (A.R.S. § 28-332). ADOT may contract and do all things necessary to secure the full benefits available to Arizona for transportation purposes under federal law. ADOT may cooperate with: 1) federal, state and local government agencies; 2) Indian tribes; 3) private and public organizations; and 4) private individuals. ADOT may exchange federal monies with local governments in order to receive local monies and may include additional federal monies in the exchange to offset the matching costs required of local governments (A.R.S. § 28-334).
An interchange is a system of interconnecting roadways that permits the free movement of traffic between two or more roads on different levels, including cloverleaf, diamond and directional interchanges (ADOT). In 2014, ADOT initiated construction on the SR 303 and U.S. Route 60 interchange in Surprise. The $46,000,000 improvement project widened SR 303 into a six-lane freeway, added a new bridge over U.S. Route 60 and constructed new on-and-off ramps connecting SR 303 and U.S. Route 60 (ADOT). The project was opened to traffic in 2016 (ADOT).
H.B. 2107 appropriates $3,000,000 from the state GF in FY 2024 to ADOT for improvements to the interchange at SR 303 and U.S. Route 60.
Provisions

2. Becomes effective on the general effective date.
